From Canada:

Does garlic keep a person's sugar level elevated?

Most of the studies about garlic concern its effect on lowering cholesterol, particularly the LDL (bad) cholesterol, lowering blood pressure and decreasing the risk of blood clots by keeping the platelets from sticking together. Apparently there is some indication that garlic can slightly lower blood glucose levels as well, but I have not read this study.
